Customers benefit from having a single source of professional services from pre-construction to site completion. Pre-construction services offered by HSE consist of site surveys to determine if your proposed site is suitable for the equipment you are interested in installing and what preparation will be required to successfully install your equipment. For radio systems HSE offers radio path studies using software to determine the viability of a proposed radio path. While the radio study software is good, it does not account for all real world situations such as interference from overgrown trees. A physical on site Radio Path Test is the only way to fully test the transmission path and minimize these types of issues.

HSE offers several site completion services including managing the entire project with a dedicated Project Manager who will interface with your representative and other contractors that may be involved. We also have a highly trained staff of field technicians and subcontractors who can professionally install, make sure your equipment is operating within factory specifications and, help establish communication with any third party interfacing systems. We can also help you through the complex task of obtaining a FCC License for your new radio system. HSE has more than fifty years of extensive knowledge and engineering experience and we are happy to help make your project successful.

General Terms and Conditions

Radio Path Study ......... Point to point RF analysis to estimate the viability of a RF path, includes calculating radio transmission path performance, estimating antenna height requirements, evaluating results and providing summary report with recommendations. A favorable path study is not a guarantee of path performance. Critical paths and RF paths with an estimated marginal signal should be followed up with on-site path testing.
 
Radio Path Test ......... Radio Path Testing at client designated site location. On-site inspection and testing of path, evaluating results and providing summary report with recommendations. Please note that cost does not include travel or daily per diem.
 
Site Survey ......... Survey of site(s) to evaluate suitability of site for intended use, document any safety and environmental concerns, and determine site preparation and equipment required.
 
Project Management ......... Dedicated Project Manager at HSE to serve as primary interface with Owner's representative in all matters pertaining to execution of the project.
 
Installation - HSE ......... Turn-Key Installation Provided by HSE. Note: Installation Service by a Certified HSE Technician includes the digging and pouring of appropriate footings, erecting public warning devices such as beacons and/or gates, installation of all gauge components (power, communication, senor, conduit, warning), complete system test with confirmation of data and alarm data transmission if applicable. Optional installation services include locates and/or site staking prior to digging the footings. Pre-requisite for radio system installation is a radio path study and radio path test. If radio path study and test are waived by client, costs associated with HSE retrofitting site to assure adequate path performance will be quoted separately. Site owner assumes responsibility for all other work. The completion of commissioning signifies the start of the warranty period. Please note that cost does not include travel or daily per diem.
 
Installation - Subcontractor ......... Turn-Key Installation Provided by HSE subcontractor. Note: Installation Service by an authorized subcontractor includes the digging and pouring of appropriate footings, erecting public warning devices such as beacons and/or gates, installation of all gauge components (power, communication, senor, conduit, warning), complete system test with confirmation of data and alarm data transmission if applicable. Optional installation services include locates and/or site staking prior to digging the footings. Pre-requisite for radio system installation is a radio path study and radio path test. If radio path study and test are waived by client, costs associated with HSE or subcontractor retrofitting site to assure adequate path performance will be quoted separately. Site owner assumes responsibility for all other work. The completion of commissioning signifies the start of the warranty period. Please note that cost does not include travel or daily per diem.
 
Installation - RWIS Turn-up ......... System turn-up assistance by HSE Field Technician, which includes wiring termination assistance and system turn-up and operational verification, including support to establish interrogation from provider. Note: Contractor assumes responsibility for all other work. On-site estimate is based on one HSE Field Technician over a 2-day period. Pre-requisite is that sensors and RPU’s are installed, power and cabling pulled and available, communications from RWIS site to provider is established, IP addresses assigned and permissions granted, and firewall is properly configured. HSE will terminate panel wiring, power systems, test site locally and work with contractor to establish interrogation and monitoring. The completion of commissioning signifies the start of the warranty period. Includes travel and sustenance based on completion of work during a single trip.
 
Installation Assistance ......... On-site system installation assistance by a HSE technician in accordance with attached scope of work.
 
FCC Licensing Assistance ......... Includes initiation meeting via teleconference call, completion of application forms, and submission of all required documentation to the NWS's Hydro Radio Frequency Coordination Working Group. (Note:  HSE assumes the Agency has a Cooperator Letter already on file.) Upon receipt of an approval letter from HRFCG, HSE will electronically submit the application with required attachments to the FCC. HSE agrees to electronically monitor the application's progress once every 30 days until registration is complete. Upon completion, HSE will provide all the necessary documentation to the Agency so it can perform administrative updates or renewal in the future.
The Agency agrees to furnish a site map, technical data including latitude and longitude for all antennas and repeaters, as required by FCC's Universal Licensing System.
NOTE: This item will be invoiced and due upon receipt of HRFCG approval letter.
